About the Liquor Retailers Australia Advisory Committee
The Liquor Retailers Australia Committee brings together independent liquor retailers from across the country to guide MGAIBA’s work in the off-premise liquor sector. The committee helps guide our focus by raising emerging issues, sharing on-the-ground insights, and making sure our advocacy and support reflect what matters most to independent retailers.

Underage Consumption of Alcohol
We submit that the underage consumption of alcohol is a community and social issue. An issue where government and industry stakeholders should be working collaboratively to develop strategies that reduce underage drinking, and risky drinking behaviour.
We and our members take responsible service of alcohol seriously and work with the relevant authorities to strictly comply with all current legislation.
We submit to the idea of developing cultural change in drinking behaviours and believe that there is further opportunity to raise and increase awareness and change through more educational campaigns aimed at parents and adult role models to help make minors aware of the potential risks and harm associated with the consumption of alcohol.
High-Risk Drinking Behaviour
We submit that “binge drinking” of alcohol increases the risk of short-term effects and long-term consequences, which harm both the drinker and the community.
We accept there is a minority group of people that misuse alcohol.
We support evidence-based initiatives aimed specifically at these minority groups which do not impact on most people who drink alcohol responsibly.
We strongly encourage the implementation of educational alcohol programmes aimed at adolescents that focus on the consequences of excessive, irresponsible, and harmful alcohol consumption.
Young People Drinking
We submit there is a community perception that young people under the age of 30 years are more likely to drink in a risky manner (excessive and rapid) and by doing so, increase the risk of alcohol-related harm and place themselves and others at risk.
We recognise there is no simple solution to changing the behaviour of people who put themselves at risk and that the liquor industry, government, and media combine to develop educational measures to change the drinking culture of future generations.
We submit to the Drinkwise promotional and educational campaigns that have a long-term approach to a generational cultural change and towards increasing responsible consumption of alcohol.
National Responsible Service of Alcohol
We strongly support a nationally recognised Responsible Service of Alcohol (RSA) certificate acceptable by all states and territories that enables a consistent standard of education and training of staff.
We strongly support the introduction of a secure national accredited online RSA training course that facilitates both urban and rural applicants to complete their RSA training in a quick and cost-effective manner.
Product Ranging Guidelines
Our product range guidelines advise retailers to consider the following recommendations when deciding on stocking products:
- Product appeal to underage drinkers
- Product market positioning
- Promotion activity
- Target market advertising
- Packaging format
- Product name
- Packaging graphics and colour
Alcohol and Pregnancy
We support public education campaigns that increase awareness of the risks associated with drinking alcohol whilst pregnant or breastfeeding.
Alcohol Fuelled Domestic Violence
We deem any form of violence as appalling and fully support all government initiatives and policies that reduce the occurrence of any form of alcohol-fuelled domestic violence.
